Colorado's Network for Youth Development

What is TOP®? 

TOP1Wyman’s Teen Outreach Program (TOP®) is an inclusive youth development program delivered by trained facilitators that is proven to help reduce unintended pregnancy and school dropout rates. It empowers at-risk teens with the tools and opportunities needed to avoid risky behaviors and become leaders with a powerful vision for their future.


Why is it Unique?

TOP® emphasizes holistic personal development in young people instead of just sex
ed. This means youth are taught how to think, and not what to think. The length of
the program - 9 months - ensures that participants can establish meaningful and
sustainable connections with each other and with facilitators, and that they have
space and time to truly grow as individuals.

TOP® emphasizes positive youth development and fosters an inclusive environment
for young people where they feel safe and connected to their trained facilitator.
The program encourages high participation from youth and includes a service learning
component, ensuring that young people have opportunities to put their newly
learned skills into action, and can contribute to the community in ways that are

What are the benefits of being part of Colorado Network for Wyman's TOP®?

Get support from Colorado Youth Matter implementing the TOP Program with fidelity,
including but not limited to:

- Maintaining at least 1 facilitator per 25 youth at each TOP® Club.
- Organizing and implementing at least 20 hours per school year of community service
   learning projects
- Implementing pre and post program impact assessments for each participant
- Receive customized technical assistance, fidelity monitoring, professional
  development and site visits for observations of and feedback for your TOP®
  program facilitators
- Have access to a dynamic statewide network of Colorado TOP® facilitators, share
  best practices and lessons leared

Is TOP® Right for You?

Interested in becoming a TOP® Parnter? Wyman's TOP® is right for you if:

  • You are a community organization, after school program, school, or
  • school district. TOP® is not the best fit for individuals.
  • Your organization is willing and able to enter into a formal agreement
  • with Colorado Youth Matter to ensure TOP® is implemented with fidelity.
  • Your organization is able to pay a yearly membership fee to become a
  • TOP® network partner.

Facilitators must attend a two and a half day training to become certified.
